A Flash Forum on Housing Affordability

Lead the discussion that could influence housing affordability in Australia.

Help craft the policy agenda to send straight to Federal Treasurer Scott Morrison ahead of the 9 May Budget.

The problem

In Sydney and parts of Melbourne, housing has reached stratospheric prices that have put it out of reach of the many. Rentals included.

If this continues the impact could be immense – on our economy, our society and the health and welfare of our cities themselves.

If the problem is extreme do we need extreme solutions?

What’s the mix of tools we could use to create solutions without unintended consequences such as damaging the economy or the regions of Australia where affordability is not as big an issue?

Can we target federal tax incentives to geographical areas? Canada has taxed foreign buyers in an overheated housing market in Vancouver and it’s worked. Prices have dropped dramatically.

What are the tools we might consider for the overheated areas of Sydney and Melbourne?

We will look at

  • Negative gearing and capital gains tax changes – can these be geographically targeted?

  • First home owners grants and other incentives

  • The option of using superannuation to fund home ownership

  • How well will interest rate levers work – official and effective – and will prudential

    banking regulations have an impact?

  • How is the property and development industry likely to react?

  • Is Sydney now a global city on par with London and New York? What are the macro

    global imperatives that in uence the Australian market? Can we decouple from these?

So many budget decisions these days rely on the voices of the people and the strength of media views. Let’s make our voices count.
