Issues of institutional design of regulators frequently arise in the reviews of regulatory failures, and policy reviews seeking to improve regulator performance, such as the current Harper Review of Competition Policy.
However, there are few agreed principles in this important area. The OECD’s Network of Regulators has been developing ‘Principles for the Governance of Regulators’ which has built on work undertaken by DPC and the SSA in Victoria. Simon led the DPC work and supported the OECD in revising it for an international audience
