Madison Condon, Associate Professor at Boston University School of Law - Madison Condon will present her paper “Climate Services: the business of physical risk”, recently published in the Arizona State Journal of Law, and discuss the findings and their implications for policymaking, regulation, business and finance with:

Sarah Bloom Raskin, Colin W. Brown Distinguished Professor of the Practice of Law at Duke Law and former US Deputy Secretary of the Treasury (discussant)

Background

An increasing number and variety of companies offer information about localised physical climate risks such as floods, hurricanes, drought and wildfires. Private providers increasingly claim to use better science, methods and models, and more comprehensive data than their competitors. But the “black box” nature of these products make them impossible to verify, and compare, let alone regulate. While there is enormous demand for private sector risk assessment, there is little independent capacity to evaluate their products. Regulators typically lack the ability to monitor and regulate commercial services.

Yet the impact of these risk assessments have significant and far-reaching consequences to the economy, affecting municipal bond ratings, capital allocation, commercial building and home prices, insurance premiums and even the provision of critical services.

Actionable and transparent information, such as a proposed National Climate Service (NCS) in the U.S., proposed NCS, and models such as one based on land grant universities in the US (proposed by Professor Bob Kopp), and existing publicly-funded resources, such as the EU Copernicus Climate Change Service could be considered a public good that allows critical risk information to be more publicly, equitably and reliably available as the world navigates the growing global climate change threat.
