  • Road space allocation for on-street parking: who has ownership of the street space and how does this create conflict between users?
  • Below market cost for car parking: how does pricing affect car drivers expectations and behaviours?
  • How do minimum or maximum car parking requirements impact development?
  • How do you unbundle the cost of housing with the provision of car parking?

2. What tools, policies and technologies can be implemented for reform?

3. What is the opposition to potential reform?
