The National Agreement on Closing the Gap (www.closingthegap.gov.au) has been built around four Priority Reforms that have been directly informed by Aboriginal and Torres Strait Islander people. These reforms are central to the National Agreement and will change the way governments work with Aboriginal and Torres Strait Islander people and communities.This forum focuses on Priority Reform 4: Shared Access to Data and Information at a Regional Level.Outcome of this reform is for Aboriginal and Torres Strait Islander people to have access to, and the capability to use, locally-relevant data and information to set and monitor the implementation of efforts to close the gap, their priorities and drive their own development.Target of this reform is to increase the number of regional data projects to support Aboriginal and Torres Strait Islander communities to make decisions about Closing the Gap and their development.Our speakers will present around this reform and how better support the Aboriginal and Torres Strait Islander people with focus on women, children and young people.OUR SPEAKERSPeter Worthington-Eyre, Chief Data Officer / Executive Director, Office for Data Analytics, Department of the Premier and CabinetData for communities by communitiesPeter is currently the Chief Data Officer, leading the South Australian whole-of-government Office for Data Analytics to lead information sharing and analytics initiatives across government, supporting evidence-based service design, using predictive analytics to inform policy development and ensuring the value of South Australian Government data assets are appropriately governed.Peter has led strategic, operational and technical teams in the public, private and statutory sectors for the past 20 years. His experience includes the three sides of insurance (service provider/ insurer/ regulator), implementing strategic reforms to improve customer experiences and transforming organisations to be data-driven and outcome focussed. From running a small business in Adelaide in the late 1990’s to working for an ASX20 company in Sydney, Peter has real world understanding of the value of customer service, data and culture. For over three years at WorkCover, he was responsible for claims operations and policy spanning from client interface through to responsibility for $500m a year of payments. Peter previously led the ICT and Digital Government team of 160 staff including: whole-of-government ICT, Digital Government, Cyber Security and Governance. Kim Morey, co-lead, Wardliparingga Aboriginal Health Equity Theme and Courtney Theseira, South Australian Health and Medical Research Institute (SAHMRI)Indigenous Data Sovereignty – why its required for Closing the GapIndigenous Data Sovereignty is a global movement of Indigenous peoples’ rights over their data. Since colonisation data has been collected on us with very little input from us and pervasively used against us. IDS changes the status quo to Indigenous ownership and control and is a necessary contribution to closing the gap. Kim Morey is of Anmatyerre/Eastern Arrernte descent. Kim has many years of experience in Aboriginal health, across policy, planning, service development, monitoring and systems performance, including 10 years in Aboriginal health research. Her work is focused on translating the evidence base in SA Aboriginal Chronic Disease Consortium Roadmap for Action. Courtney Theseira is of Ngarrindjeri and Malaysian descent and is an early career researcher at Wardliparingga. Her background is in secondary education, with particular focus on Aboriginal student wellbeing. Her current focus is Indigenous Data Sovereignty and its application in South Australia. A/Professor Courtney Ryder, Discipline Lead, Injury Studies, College of Medicine and Public Health, Flinders UniversityIn Action – Registry Data, Survey Design and Indigenous Methodologies Indigenous Data Sovereignty (IDS) encompasses data self-determination over all aspects and life-course of data for Aboriginal and Torres Strait Islander communities. IDS is enacted through policies and procedures of Indigenous Data Governance (IDG). However, what if data repositories are at the start of their journey? What if they do not conform to principles of IDG or IDS? Approaches will be presented working with burns data for Aboriginal and Torres Strait Islander children. As an Aboriginal injury epidemiologist Courtney’s research is leading new ways of working with Indigenous Data through knowledge interface methodology and Indigenous Data sovereignty to change the deficit discourse surrounding Aboriginal and Torres Strait Islander health statistics. Courtney is recognised for her work in cultural safety and Aboriginal health education. With over a decade’s experience in design and coordination of large and complex topics, this work has transformed student education, and is being used to train clinical burns teams at Westmead Hospital. Jessie Sleep, Chief Executive, Far West Community PartnershipsImplementing Data Sovereignty on the ground - a grass roots case studyData is hugely important to identify issues, validate stories and measure change. More important is the concept of Indigenous data sovereignty: the right of our own people to govern the collection, ownership and application of our own data. Hear a case study on how the Far West Region have been implementing a grassroots data sovereignty program and the learnings so far. Jessie is a Kokatha/ Mirning Woman living in Ceduna, South Australia. Her guiding professional objective is to contribute to the advancement of her community and to be an effective and inspirational leader. She has extensive experience in business and community development, particularly focusing on hybrid service and business integration models. Recent work in this area has included developing a regionally focused and relevant Governance Model that informs a tripartite governance approach integrating traditional, cultural and collaborative governance approaches. Jessie has a passion for business improvement through the development and nurturing of a strong organisational culture, with a focus on agile and restorative management approaches. This work ensures that Data collection, sovereignty and application are key parts of monitoring, evaluation and learning practices internally and externally.
