Democratic Accountability for Teacher Education: Reclaiming the Profession

During the last three decades, teacher education systems in most developed countries have been influenced by international and global reform movements characterized by high stakes accountability, market-based reforms, and highly-politicized questions about where and how teachers should be prepared. Assuming that a nation’s economic health depends on its education system, particularly the quality of its teachers, teacher education has been increasingly defined as a “policy problem.” Accordingly, although they play out differently in different countries, multiple new policies have been implemented that hold teachers accountable for teaching to higher standards and hold teacher education accountable for preparing teachers who produce a globally competitive work force.

This keynote address argues that we need to reclaim the teacher education profession by taking an alternative approach that reconstructs teacher education’s targets, purposes, and consequences in keeping with the larger democratic project. This presentation will propose a new approach, democratic accountability for teacher education, which challenges the structures and processes that reproduce inequity. Democratic accountability builds on: democratic rather than market ideology, strong rather than thin equity, intelligent professional responsibility rather than compliance, and power relationships distributed across stakeholders, including members of diverse communities, rather than top-down managerial relationships.

Delivered at La Trobe Universities City Campus, based at 360 Collins St, this keynote lecture will be a high-profile event attracting an audience made up of academics, teachers and educators, and staff from the Department of Education Victoria. Taking place on Level 2 of the City Campus, staff are invited to attend with the presentation commencing at 6:00pm.
