Understanding the new Charter of Aged Care Rights – What it means for the aged care workforce and how to prepare

As you may be aware, from 1 July 2019, the Australian Government is introducing a new and simpler Charter of Aged Care Rights (the Charter). This will replace the current charters of aged care rights and responsibilities. The Charter aligns with the Aged Care Quality Standards (Standards) that also commence on 1 July 2019. The Charter and the new Standards place the consumer at the centre of care by giving them choice and recognising their right to be treated with respect. In addition, changes have been made to the home care security of tenure provision to include critical consumer responsibilities. These changes will support aged care service providers and provide protection for the aged care workforce.

Commencing 1 July, aged care service providers will be required to assist consumers to understand the new Charter and invite them to sign it. Case managers and frontline workers may be required to take people through the Charter on behalf of their service, particularly those giving care in the home. The new Charter provides an important opportunity for providers and consumers to enter into a partnership.

OPAN is supporting the Department of Health with raising awareness and providing education about the Charter which includes support to aged care service providers and consumers. The purpose of this webinar is to brief and prepare your for what’s to come.

Who is OPAN?

OPAN is a national network of services funded by the Australian Government’s National Aged Care Advocacy Program (NACAP) to deliver independent information, education and advocacy in support of older people and their representatives to address issues related to Commonwealth funded aged care services. In addition, OPAN Members deliver elder abuse prevention and advocacy support under an agreed national framework. OPAN consists of nine Members who provide frontline advocacy services, one from each state and territory and two in the Northern Territory.
