CrowdLaw and Open Justice: How public participation and technology is transforming lawmaking, government and the courts

Beth Noveck is former Deputy Chief Technology Officer to US President Barack Obama and senior adviser to UK Prime Minister David Cameron for Open Government. Currently, she is Director of the Governance Lab (GovLab) at New York University.

With rates of trust in government at an all-time low, the legitimacy and effectiveness of traditional institutions working largely behind closed doors is called into question. But new forms of public participation, enabled by disruptive technologies, offer the promise of transforming lawmaking bodies, including legislatures and courts.

Use of participatory technology to engage the public in law and policy making processes can be referred to as “CrowdLaw”. CrowdLaw is complemented by Open Justice, namely, emerging innovations in courts to open up and inform how they work. This oration will explore how these two emerging movements are working in tandem to transform traditional institutions.
