Description

Local Aboriginal Land Councils (LALCs) are significant land owners in NSW. One of the intentions of the original act and its subsequent amendments has been for LALCs to use this land for purposes of economic development. In many cases this has been very difficult, largely due to planning issues. In an event co-presented with PIA NSW, join CEO Nathan Moran, Metropolitan LALC and panellists Tanya Koeneman, Department of Planning and Environment, Jenny Rudolph, NSW PIA (Elton Consulting), Louise Kerr, City of Sydney and Dr Adrienne Keane, the University of Sydney.




Tanya Koeneman

La Perouse Koori community member, Jerrinjah and Wonnarua descendant. Tanya Koeneman is from the Sydney Aboriginal community of La Perouse, with family connections extending down the south coast of New South Wales and up into the Hunter Valley. Tanya has worked primarily in cultural heritage and strategic land use planning during the last 20 years of her career.

Tanya currently manages a program that develops planning tools, strategies and pathways that facilitate the rezoning, subdivision and infrastructure upgrades to Aboriginal communities across New South Wales and enables them to leverage greater economic, community and cultural use of Aboriginal land. During her career, Tanya’s work in Aboriginal heritage includes regulation, protection, conservation and management and has resulted in the State Heritage Listing of many Aboriginal places of cultural significance across NSW.


Jenny Rudolph

Jenny Rudolph is a Director, and partner, of Elton Consulting and leads the growing urban and regional planning practice, particularly in Sydney, Canberra and Darwin. Jenny is a town planner with over 26 years of experience and has worked in both the public/government and private sectors. Jenny has extensive experience in strategic and statutory planning, project management, community and stakeholder consultation. Jenny’s previous experiences include being the Assistant Regional Manager in the NSW Department of Planning, worked as a Senior Development Manager at Landcom planning and managing the Rouse Hill Regional Centre and Town Centre project. Jenny served as the state manager and national planning manager at MacroPlan. Prior to joining Elton, Jenny also ran and managed her own private consultancy business. Jenny is currently the PIA NSW President.


Louise Kerr

Louise Kerr is an experienced local government planner with extensive leadership experience. Since 2012 Louise has been the Executive Manager Development at the City of Sydney where she leads the largest planning assessments and regulatory divisions in NSW. Louise is a member of the City of Sydney’s Senior Management Team and has successfully implemented organisational change projects, business improvement technology projects to improve service delivery and customer service. During Louise’s 23 year career she has worked in both planning (development assessment and strategic planning) and management positions at a number of large metropolitan councils including Parramatta and Bankstown Councils.
