  • New Building and Construction Legislation (NCBP)
  • Chain of responsibility
  • Key Features of the NCBP Legislation
  • Reporting

The QBCC

The QBCC supports the growing Queensland community by providing information, advice and regulation to ensure the maintenance of proper building standards and remedies for defective building work. By doing this, the QBCC promotes confidence in the building and construction industry.

The QBCC’s vision is to be a regulator which builds trust and confidence in all it does, and its purpose is ‘for peace of mind’.

Guest Speaker 1 | Commissioner Brett Bassett

Mr Bassett was appointed QBCC Commissioner in May, 2016, and one of his top priorities has been an organisational redesign strategy to enable the QBCC to become a more effective regulator.

Part of the redesign strategy is the increased use of data to inform decision making, identify efficiencies and improve customer services to enable a more proactive approach by the QBCC in delivering its regulatory functions.

Mr Bassett was previously the Queensland Regional Commissioner for the Australian Securities and Investment Commission (ASIC).

With ASIC from 2011, he was also their Senior Executive of Small Business Compliance and Deterrence.

He led the ASIC team which focused on the business risks in the building and construction sector, and the development of ASIC’s response to the Senate inquiry into insolvency in the Australian building and construction industry.

Guest Speaker 2 | Assistant Commissioner Esther Blest

Ms Blest joined the QBCC in August 2016 and has worked for the Queensland Government for 20 years, the past 10 years in senior positions.

She has previously worked at the Department of Justice and Attorney-General, the Office of Liquor and Gaming Regulation, and at the former Department of Infrastructure and Planning.

Ms Blest has been involved in investigations for more than 26 years and is a member of the Queensland Law Society and the Australian and New Zealand Society of Criminology.

She is a member of the Service Trades Council, an independent regulatory body representing Queensland's service trades, including plumbing and drainage, fire protection and air-conditioning and mechanical services.
