Background information

In December 2023, ACECQA published the Review of Child Safety Arrangements under the NQF (the Review), undertaken at the request of Education Ministers.

As part of their response to the Review, Education Ministers have agreed to several changes to the Education and Care Services National Regulations and the National Quality Standard (NQS).

Some changes took effect in December 2025 and on 1 January 2026. Further changes commence on 27 February 2026. These include mandatory child safety and child protection training and introduction of the early childhood education and care workforce register.

Changes will:

  • strengthen the safety, quality, and accountability of early childhood services
  • give families greater confidence in the care and education their children receive
  • ensure providers continue to meet the highest standards of safety and professionalism.
