The National Construction Code is a performance code which permits compliance through two pathways, the Deemed-to-Satisfy (DtS) and/or Performance Solution approach. The DtS approach is a prescriptive methodology primarily based on legacy building regulations. As a result, not all DtS compliant buildings completely achieve the Performance Requirements of the NCC, even though they are compliant!
This becomes problematic when the public, or even the regulator fails to understand the resultant consequences. Quoting the Victorian Building Authority addressing a draft Fire Engineering Brief for a specific building: “The VBA disagreed with the statement that the DtS provisions may not provide an adequate level of safety”.
This webinar will examine the VBA’s statement, and the general premise that DtS compliant buildings always have an adequate level of safety.
