How do we deliver an energy policy?

Title: How do we deliver an Australian energy policy?

Abstract: For more than a decade, concerns have been raised about the absence of a coordinated national energy policy in the face of increasingly urgent demands to balance emissions reduction commitments with a reliable and economic supply. In this research seminar, Practice Professor Mark Carkeet traces the development of inter-governmental co-operation in the delivery of first a national grid and then a national electricity market, identifies the incentives and impediments to intergovernmental agreement on a national energy policy (as opposed to a national energy market); and plots a tentative pathway forward.

Biography: Mark's legal practice has focussed on energy projects and regulation since 1992.

Mark has advised on major utilities projects throughout Australia and South East Asia, and his clients have included Rio Tinto, Anglo American, Stanwell Corporation, Ergon Energy and the governments of Queensland and Fiji.

Mark led the team advising the Queensland government on the proposed privatisation of the Queensland Network businesses, and between 2014 and 2016, he worked on the $24 billion merger of Energex and Ergon Energy, which was awarded Energy & Resources Deal of the Year at the 2017 Australasian Law Awards. He is one of only 3 Australian lawyers recognised in 'Band 1' of the prestigious Chambers International legal directory, and is a general editor of Australian Energy and Resources Law Bulletin. On June 30, Mark retired as a Partner of Minter Ellison. Mark is a Practice Professor in the SLJ's Practice Professor Program.
