Join the architect of Australia's HECS (Higher Education Contribution Scheme), Professor Bruce Chapman AM, in discussion with UTS Business School Dean, Professor Roy Green.

ABOUT THE TALK

Professor Chapman will discuss the economics and politics of the Higher Education Contribution Scheme, an income contingent loan (ICL) which began nearly 30 years ago. HECS has now, or will soon, spread to around 10 other countries, and this experience will be described and explained in terms of the poor experience of alternative student loan designs.

Applications of ICL to a diverse range of social and economic policy reforms will be examined, such as: for extensions of paid parental leave; instead of drought relief grants and subsidies; for the financing of legal aid; and for the payment of low level criminal fines.

WHO IS THIS EVENT FOR
This is a public event, open to all current and future students, alumni, parents, academic and others who have an interest in the politics and economics of higher education funding.

ABOUT THE SPEAKER

Professor Bruce Chapman AM is the Sir Roland Wilson Chair of Economics at ANU. He has extensive experience in public policy throughout Australia over the past 30 years, as well as higher education financing consultancy to the World Bank and the governments of Thailand, Papua New Guinea, Mexico, Canada, the UK, Ethiopia, Rwanda, Malaysia, Colombia, the US, Chile and China.

In August Professor Chapman was honoured with the 2017 Australian Financial Review Higher Education Lifetime Achievement Award.
