Education for Cyber Disaster Response and Resilience

The dawn of the digital age is upon us and cyber security education is very much in its infancy. So how do nations like Australia prepare for large scale, multi-faceted cyber events?

In November 2016, Australia’s former cyber security minister, Hon. Dan Tehan MP, warned Australians to be ready for a cyber storm—in the unlikely event that such a disaster came to pass. Do we have the appropriate levels of education to prepare both civil and military capabilities?

The focus of this seminar is the requirement for strategic cyber education and awareness development for cyber disaster scenarios (cyber storm). This requirement goes further than organisations looking after their own patch or legislation that covers critical infrastructure. The current state in Australia is that we aren’t prepared for large scale cyber-attacks, such as the ransomware attack on Atlanta City, which crippled city government services.

This focus isn’t just on specific cyber education practices, but on utilising current disaster recovery methods to know what to do in certain situations, what is the escalation process? who do I call when something happens? who is in charge?

We must first review our current practices and then consider where efforts could be better focused to yield the greatest benefits between Government (Federal and State and Territory) Industry and Academia. We need to focus on four priority education areas:

- Understanding Cyber Disaster Risk

- Strengthening Governance and Management

- Investment in Cyber Disaster Reduction for Resilience

- Enhancing Cyber Disaster Preparedness for Effective Response and Recovery

A focus on the education and awareness requirements on the above points will ultimately lead to a cyber resilient economy for Australia in the digital age.

The seminar will be led by Adam P. Henry, Adjunct Lecturer and Lead for Cyber Education, Skills and Workforce Development at UNSW Canberra Cyber, Executive Management Team and Advisor for the Cybersecurity Workforce Alliance Australia (CWA-AU) and Director at Henry Strategic. Adam has spoken at major conferences in Australia and abroad, including the Australian Cyber Security Centre (ACSC) Conference, the Canadian CyberNB International Cyber Workforce Development Summit and Cyber Security in Government Conference in 2018. He published Mastering the Cybersecurity Skills Crisis: Realigning Educational Outcomes to Industry Requirements in 2017. He also wrote a piece in the Australian Financial Review, Growing a Cyber Security Workforce at Home published on the 6th November 2017. He is shortly releasing his latest research Mastering the Cyber Security Crisis: Responding to Industries Cyber Requirements - Developing a Cyber Workforce.
