Dandenong - Sharers 2 - Information Sharing and introduction to MARAM Training

Background

The Family Violence Information Sharing Scheme (FVISS) commenced 26 February 2018 with the prescription of an initial tranche of prescribed entities. On 27 September 2018, a second, larger group of organisations will be prescribed as Information Sharing Entities (ISEs) under the FVISS and most of these same organisations will also be prescribed under the Child Information Sharing Scheme (CISS). On the same date in September, most of the organisations prescribed under the FVISS and CISS will also be prescribed under the Family Violence Multi Agency Risk Assessment and Risk Management Framework (MARAM Framework).

Face to Face training program

Two day, face to face training sessions on the FVISS and CISS, and introducing the MARAM Framework, will commence across the state on 8 October 2018.

Each session will target priority participants from across prescribed workforces. Participant places will be limited by departments and their funded agencies and venue capacity.

This initial priority training is designed as a two day program and will allow participants to attend either the full two days, or as each session is delivered separately, to select the sessions they will attend if some of the sessions are not required to be completed by the participant.

SESSION INFORMATION - DAY 1

Session 1 - Family Violence and Child Information Sharing Schemes, and an introduction to the MARAM Framework

This session is a pre-requisite for all other sessions.

The session introduces the learner to the intent and purpose for the information sharing reforms and the MARAM Framework, and establishes a case for culture and practice change. It also includes implications of the reforms for practice, including the legislative obligations and protections associated with sharing information under each of the schemes and when they both apply. The session outlines when and how to use the FVISS and CISS and provide an introduction to the MARAM Framework as a key underpinning of the information sharing reforms.

Session 2 - Child Information Sharing Scheme

In this session, the learner will develop a deeper understanding of the context, the legislative obligations and operation of the information sharing reforms for CISS. Learners will work with the Ministerial Guidelines and legislative principles to understand how the scheme will change practice in their organisation. The session will also refer to the MARAM Framework and other frameworks that underpin professional decision making in information sharing. The learner will also discuss the concepts of wellbeing and safety and gain an understanding of the CISS threshold test.

Session 3 - Family Violence Information Sharing Scheme

This session will provide a deeper understanding of the FVISS. The learner will obtain a detailed overview of the FVISS and how the MARAM Framework is underpinned by the FVISS to ensure sound information sharing decision making. Concepts covered in this session include, purpose for sharing and consent. Learners will also gain an understanding of the ethical considerations under the FVISS, including the additional considerations required for sharing information about some groups of people.

SESSION INFORMATION - DAY 2

Session 4 - Family Violence Information Sharing Scheme in Practice

This session is only to be completed by Information Sharer/Expert Advisor learners and can only be completed if the learner has first completed Sessions 1 and 3 on Day 1. In this session the learner will obtain a more applied, in depth understanding of the FVISS. Learners will explore, through case study, how to make a good request and respond to a request. Learners will gain an understanding of some more complex considerations and applications of the Scheme.

Session 5 - Child Information Sharing Scheme in Practice

This session follows on from Sessions 1 and 2 from Day 1. In this session, learners will develop a detailed understanding of obtaining views and wishes as best practice and of the practice and attitude changes that will need to occur to ensure the reforms deliver improved outcomes for children and families. This session will also look at ethical considerations under the FVISS and CISS, including sharing to minimise stigma and discrimination.

Session 6 - Information Sharing Collaboration

In this session the learner will participate in multi-workforce exploration of information sharing case studies and gain knowledge and understanding of the different workforces and how information sharing can assist collaborative practice. Learners will gain a sense of what relevant information other workforces may be able to share to assist their practice. This session is only available in face to face training.
