In 2015 the National Archives issued the Digital Continuity 2020 Policy to complement the wider Australian government digital initiatives and transformation agenda. The Policy is a whole-of-government approach to digital information governance. The National Archives will present to DAMA members on what the Policy means for data and data management, including roles and responsibilities, and the implementation considerations for data systems and data management practices.

But how does an agency set about implementing the three Principles defined in the policy? The key to success from a whole-of-government perspective is if all agencies base their Data Strategies on a consistent foundation. The cost and risk to the government of haphazardly building data capabilities without that foundation far exceeds the cost of uniformity.

The fundamentals of a consistent foundation are the same for all organisations, regardless independent of industry and size of that organisation. Therefore, to successfully implement the principles simply requires an understanding of internationally recognised data management practices.

Marco Wallenius

The Policy and Digital Strategy section of the National Archives is responsible for developing and issuing information management policies and standards, with a focus on digital strategy. Its staff have experience in information management in agencies, as well as in the development of strategy and policy, and have been responsible for the development of the Archives’ Digital Continuity 2020 Policy, the digital information management maturity assessment tool Check-up Digital, the Australian Government Recordkeeping Metadata Standard (AGRkMS), and the National Archives’ forthcoming Information Management Standard.

Andrew Smailes.

Andrew has 30 years’ experience working in many facets of ICT in Government. His principle area of expertise is data management, data warehousing and business intelligence within the public sector. He has worked as a consultant, contractor and permanent public servant. His has experience covers requirements analysis, strategic planning, architectures, data management processes, operational support and project management.

Andrew has been a member of DAMA for 20 years and is currently president of the Canberra Chapter.
