Come listen to Ian Nightingale from the Office of the Industry Advocate.

In 2013, South Australia was the first State to establish an Industry Advocate (IA) with the role to provide independent advice to the Government on how government expenditure could be used to maximise the economic benefit to the State.

Prior to the role of Industry Advocate, Ian’s career achievements have been diverse - as the previous Chief Executive for the Department of Primary Industries and Regions SA and also the former Department of Planning and Local Government (DPLG) plus a range of other senior positions in the State Government.

Ian’s move into Government followed a successful career as the Chief Executive of the Eyre Regional Development Board, General Manager of the Lincoln Cove Development Company in Port Lincoln and having owned other private business interests in Adelaide and Port Lincoln.

Learn about Connecting with Business program and why it has become such a successful part of the business and industry engagement strategy run by the Office of the Industry Advocate. It identifies opportunities for local businesses and provides businesses information on how to work their way up the value chain. This has the potential to achieve a level of industry diversification as businesses investigate alternate sectors.

For example,the revised SA Industry Participation Policy (SAIPP) now requires that the design of technical specifications and project requirements should provide suppliers which have employed or invested in South Australia with an opportunity to win contracts and sub-contracts.

In addition to these changes the SAIPP now requires agencies to include an economic benefit analysis for grants above $500,000 and to evaluate this economic benefit. This involves details of SA jobs, investment and supply-chain opportunities associated with the project that receives the grant funding.

The new Industry Advocate Act 2017 requires the Industry Advocate to take action to further the objectives of the Industry Participation Policy by maximising the use of local labour and local suppliers to track commitments made when a tender is assessed of a grant application approved.It also gives the Advocate power to act for small businesses and investigate non-compliance with industry participation commitments.
