About this event

The Community Housing Sector Growth Opportunities report, commissioned by Shelter WA, funded by the NHFIC Capacity Building grant program and undertaken by Paxon Consulting, is a comprehensive overview of the collaboration opportunities with government and industry to drive supply in Western Australia.

This report outlines the opportunities the Community Housing Providers (CHPs), as a sector, can bring to partnerships with government and industry to deliver social and affordable housing. The report identifies and assesses potential delivery models which could be used as part of a pipeline of strategic initiatives by government to partner with CHPs to drive social and affordable housing supply and support sector capability and growth.

Drawing on successful projects, along with recent developments in other Australian jurisdictions, the report identifies and recommends partnership models that could be utilised to increase social and affordable housing supply, as well as increase the capacity and capability of CHPs in WA as a key delivery partner.

Shelter WA CEO Michelle Mackenzie will facilitate the launch and Paxon Consulting Director Paul Tilbrook will present the report including:

· An overview of the Community Housing environment in Western Australia.

· Key findings from the report outlining the barriers and opportunities from partnering arrangements to drive social and affordable housing supply.

· Recommendations for collaboration opportunities with government and industry to drive supply in Western Australia.

The presentation will be followed by a panel discussion with:

· Sean Kelly, WA State Manager, CHL

· Wendy Hayhurst, CEO CHIA National

· Kathryn Moorey, CEO Stellar Living

· Jon Ross, Chief Origination Director, NHFIC.

Attendees can then participate in a Q&A with Paxon Consulting Director Paul Tilbrook, Michelle and panellists.

Kathryn Moorey is the CEO of Stellar Living Ltd, a tier 2 registered community housing provider based in Thornlie. Stellar Living has 260 owned and managed properties in the Peel, Metro and Kalgoorlie areas, providing mainstream social and affordable housing and a large portfolio or transitional supported accommodation.

Wendy Hayhurst was appointed in March 2019 as CEO at the Community Housing Industry Association (CHIA) the peak body representing not for profit community housing organisations across Australia. She has in-depth knowledge and experience of the NSW, national and international community housing sector through her work with the NSW Regulator, in shaping and administering the National Regulatory System and her work in the United Kingdom.

Paul Tilbrook is a Director at Paxon Group with over 15 years’ experience. Paul is an expert in financial and commercial advice for social and affordable housing and infrastructure projects and has advised on over $20 billion of projects over the past five years. Paul is a trusted adviser to government agencies, the National Housing Finance and Investment Corporation (NHFIC) and Community Housing Organisations, having advised on the commercial and financial aspects of multiple social and affordable housing projects around the country.
