Commissioning is an approach to service delivery that shifts how services are organised, funded and delivered. The Government is committed to using a conmmissioning approach to design, deliver and evaluate services. Commissioning leverages the strengths of the public sector and where appropriate, involves private and non-government organisations and individuals to transform outcomes for customers and deliver those outcomes in the best possible ways.

From this workshop, you will walk away with:

  • A clear understanding of commissioning, why and how this approach is being adopted and delivered in NSW

  • Knowledge of what commissioning means for you and your organisation

  • Hands-on practice in 'Outcomes Setting' and how to do it well

Biography of facilitators

Jared Kendler, Director, NSW Treasury

Jared Kendler is the Director of Strategy and Practice within NSW Treasury’s Commissioning and Contestability Unit. Jared is an experienced Strategy Practitioner and has over 10 years of experience in customer-centric roles. In his current role, Jared is responsible for driving a whole-of-government approach to commissioning and contestability, and building commissioning capability across NSW.

Phillip Mottram, Principal, Deloitte Consulting

Phillip Mottram is the National Culture Offering leader for Deloitte Australia, and has over 20 years’ experience in working with large and medium sized public, private, and NFP sector organisations. Phillip’s specialist expertise is helping client executives to lead new operating model and organisation re-designs, complex culture and leadership transformations, and organisational learning solutions to support business strategy execution.

Luke Houghton, Partner, Infrastructure Advisory and Contestability

Luke is the national leader of Deloitte's Infrastructure and Contestability practice and the Asia Pacific Leader for Infrastructure and Capital Projects. Luke has over twenty years ofconsulting experience with major transport, finance, strategy and infrastructure projects. This has included extensive experience in structuring project financing across a range of industries, determining procurement strategies, and helping to develop risk management and mitigation strategies.
