Description

This course will examine in detail the Commonwealth’s clean energy legislation and related policies, together with the climate change international law and policy framework in which it operates. It will also examine the laws and policies of the Australian states and territories. The workshop will benefit lawyers, business people, academics, those working at all levels of government, policymakers, and those from non-government organisations.


Running over three days (with four sessions per day) the topics covered include:
• The institutional framework and objectives of climate change law and emissions trading
• The Paris Agreement (COP21) and predecessor agreements (the UNFCCC and its Kyoto Protocol)
• Climate change law and policy in disparate jurisdictions
• The Commonwealth’s Emissions Reduction Fund and related legislation, clean energy legislation and existing climate legislation at the Commonwealth and State levels
• Carbon capture and storage
• Carbon markets
• Agriculture and forestry
• Decarbonising cities and low-carbon sustainable precincts
• Climate change, mental health and assessing non-economic loss and damage from climate change


There will be lectures, presentations, workshops, group discussions and a virtual emissions trading exercise.
The course will be led by Associate Professor David Hodgkinson. David is a principal of HodgkinsonJohnson, an international aviation and aerospace law and advisory firm. He is also a director or Ecocarbon, Inc. David Hodgkinson was previously Special Counsel at a national Australian law firm and, before that, Director of Legal at IATA, the organisation of the world’s airlines, in Montreal. He was also Senior Legal Research Officer at the High Court of Australia where he worked for Justice Sir William Deane.
