Mr Paul Couglan

Paul Couglan will present on the Parallel Runway Project currently underway at the Brisbane Aiport. Paul holds a Degree in Civil Engineering, and undertook post graduate studies in the Netherlands in 1990/91 and Flinders University in 2001.
Paul started his engineering career in the Ports and Harbours area concentrating on Port design and construction, dredging, beach erosion studies and small craft harbour design and maintenance. Paul joined Brisbane Airport Corporation (BAC) in 2002 as Planning Manager Infrastructure. BAC is a Private Company that acquired the long-term lease of Brisbane Airport from the Australian Government in 1997.
In late 2004, Paul became the Project Manager for BAC’s AUD$1.35 billion New Parallel Runway (NPR) Project. He was responsible for overseeing and heading the development of a comprehensive Environmental Impact Study (EIS) and Major Development Plan (MDP) for the project and obtaining all governmental approvals in 2007.
In September 2007, Paul became the Project Director for the NPR, and since then, has been responsible for ensuring the Project progresses to Phase 1 construction. This has entailed finalising detailed design, risk assessment, cost planning, preparation of tender documentation, and award of the first of the construction contracts. Phase 1 NPR works involves Early Civil Works which commenced in August 2012 and will be complete in July 2013; and Dredging & Reclamation with the contract scheduled for award in Quarter 3, 2013.
