Description

Taking developments in China and the United States as the main reference points of Australian planning for cyber-enabled warfare, this seminar will analyse the current trajectory of reform in Canberra’s policies for the unlikely event of a complex cyber assault on it. In November 2016, the Australian government warned that the country needed to be prepared for a “cyber storm”. Such an assault would most likely involve multi-vector, multi-wave, and multi-theatre attacks, by an arsenal of cyber weapons, over the entire period of conflict. With that benchmark in mind, the seminar will discuss challenges to the re-set in Australian cyber policy since June 2017 associated with quite radical institutional enhancements (creation of the Information Warfare Division in the ADF, creation of Home Affairs Dept, reassignment of control of ASD and ASIO, and strengthening the role of ACSC. The seminar will provide an update to several papers written or co-authored by Professor Austin since he returned to Australia in late 2014 after working in Europe since January 2000. These are: Australia’s Digital Skills for Peace and War (2014), Australia Rearmed (2016), Australia’s Response to Advanced Technology Threats (2016, with Jill Slay), Are Australia’s Responses to Cyber Security Adequate (2017), and Human Capital for Cyber Security: the Australian Case (2017).
