Description

Building and construction project managers, principal contractors or site managers are often tasked with the job of overseeing the removal of asbestos containing material as part of refurbishment or demolition works; or even the oversight of tasks that involve working directly on asbestos containing material eg cutting, drilling, painting.

This requires careful planning and oversight to ensure that all asbestos that is present and likely to be disturbed is identified, is removed or worked on safely without causing exposure to workers or the general public, and to ensure that asbestos removal areas are inspected by competent and independent persons and certified as clean and safe for re-occupation. In some circumstances air testing for airborne asbestos fibres during removal work is required or advisable. In situations where workers or other persons have been accidently exposed to asbestos during refurbishment or demolition works (often due to inadequate planning), project managers or principal contractors can be faced with the dilemma of having to manage the concerns and impact on affected persons and to oversee the cleanup of asbestos contaminated areas.

Designed for: This course is designed for project managers, principal contractors and site managers overseeing work involving asbestos.

Pre-requisites: Nil

Pre-entry requirements: English language, literacy and numeracy skills are required to conduct assessments.

Course Overview:

  • Brief outline on asbestos health effects and asbestos risks
  • Regulatory requirements of persons in control and management of asbestos removal work or work involving asbestos
  • Identification of asbestos containing material
  • The asbestos register and review of the asbestos register (Division 5 and 6)
  • Planning for asbestos removal work – what, how, who and when
  • Due diligence in the selection of asbestos removal contractors and independent persons carrying out airborne asbestos monitoring and clearance certificates and on-going oversight (drawing on case studies)
  • Review of in-house policies and procedures
  • Emergency procedures – accidental exposure and site contamination
  • Consultation with workers and Health and Safety Representatives

Learning outcomes:

Upon completion of this course the trainee will have:

  • An understanding of their requirements in regard to works involving asbestos, including ensuring that all asbestos is identified prior to work commencing
  • Knowledge of the broad uses of asbestos-containing material and how to identify it
  • Knowledge on how to select and effectively manage asbestos removal contractors, asbestos assessors, independent persons carrying out asbestos air monitoring and those engaged to conduct independent clearance inspections
  • Knowledge to effectively plan for activities related to asbestos removal work or work on asbestos-containing material
  • Information on how to deal with accidental asbestos exposure and site contamination.

Delivery method:

Training will be delivered utilising theory and practical activities. Delivery will include instructor led presentations and scenarios/case studies.

A large number of photos and samples of asbestos containing materials are used to assist trainees to recognise asbestos containing material in the built environment.

Real case studies of incidents involving exposure to asbestos and site contamination during large scale commercial refurbishment works within Victoria are used to demonstrate the consequences of inadequate planning and oversight and what is involved to remedy the situation.

The course can be tailored to meet the needs of clients, including covering training on any in-house policies and procedures related to works involving asbestos.
