Subsequently he has worked as an anthropologist with Aboriginal communities and organisations on a range of issues including community development, managing alcohol issues, governance and organisational support, and conflict management. He was a senior public servant in the Queensland Aboriginal affairs department from 1991-1994, and a half-time Research Fellow at the Centre for Aboriginal Economic Policy Research at the ANU between 1995-2006, and

David has a unique combination of long-term community-based practical experience in working with and for Aboriginal groups and communities and their organisations, as well as in research and writing about these matters. He has published on a wide range of topics including governance of Aboriginal organisations, critiquing conservative Indigenous affairs policy frameworks, and in more recent years on Aboriginal self-determination, cultural resilience, and identity, as well as in the native title arena.
