The Nuances of Public Sector Employment

Public sector employment differs from non-government employment in important ways and involves specific considerations and complexities, including the onerous ethical obligations on public sector employees.

The seminar will be presented by Justice Greg Parker and Craig Stevens.

Speakers

Justice Greg Parker

From 1970 Justice Parker worked in the Commonwealth public service, initially in the Department of Immigration and later the Department of Social Security. He was closely involved at Social Security in the early 1980’s with the departmental response to the Commonwealth administrative law reforms.

That kindled Justice Parker’s interest in law. He studied law at Adelaide University while continuing to work in the public service. He was admitted to practice in 1990 and immediately joined the SA Crown Solicitor’s Office.

At the Crown, Justice Parker primarily practised in administrative and constitutional law, public employment law and industrial relations, state taxation and high level statutory interpretation. He headed the Crown’s public law practice from 2004 as Assistant Crown Solicitor Advising and later Deputy Crown Solicitor.

Justice Parker was appointed Crown Solicitor for South Australia in 2010. In June 2013 he was awarded the Public Service Medal by the Governor General for “outstanding public service in the provision of legal and industrial advice”.

In November 2013 Justice Parker was appointed as a judge of the Supreme Court and as the first President of the South Australian Civil and Administrative Tribunal. He resigned from the latter position in July 2017 but continues to serve as a judge.

Craig Stevens

Craig Stevens has had a diverse career to date, in roles primarily focussing on employment and workplace relations. He worked in the Crown Solicitor's Office for 18 years, including 10 as Executive Solicitor leading the Industrial and Employment Group. Most recently he was Executive Director of Public Sector Employment Reform at the Office for the Commissioner for Public Sector Employment. In January this year he commenced as a sole practitioner and consultant specialising in employment matters. He is a past President of the Australian Labour and Employment Relations Association SA and a current Vice President of the peak national body and the author of a text on the management of misconduct and other unsatisfactory performance in the South Australian Public Sector.
