About the Masterclass

The Affordable Housing Delivery and Financing Masterclass has been developed by the Affordable Housing Industry Advisory Group in conjunction with Affordable Development Outcomes to support statutory, strategic and social planners, industry advisers and other interested parties to:

  1. Understand and translate the Planning and Environment Act definition of Affordable Housing and the State Government’s voluntary planning framework into a deeper technical understanding and practice;

  2. Understand the requirements of the development and not-for-profit sectors to co-invest, fund, finance and deliver Affordable Housing that may be negotiated through a planning process;

  3. Increase their knowledge of the community housing sector and Affordable Housing management and regulation;

  4. Enhance their knowledge of residential development feasibility and key assumptions, cost and risk factors that impact on development viability;

  5. Understand the key elements of Affordable Housing operational feasibility;

  6. Understand potential value sharing opportunities and variables that impact on the amount and type of Affordable Housing that could be agreed through voluntary planning negotiations.

The Masterclass includes presentations by development and not-for-profit industry representatives, opportunities for participant discussion, and a comprehensive slide pack and Resource Manual to support further learning. The focus of the Masterclass is on supporting translation of the voluntary planning framework in relation to Affordable Housing delivery.

Overview of the facilitators

The Affordable Housing Industry Advisory Group (the Advisory Group) comprises of representatives of the for-profit and the not-for-profit residential development sector that share an interest in supporting the development of a viable and scaled affordable housing industry.

The Advisory Group’s work is supported by Kate Breen, Director of Affordable Development Outcomes, who brings extensive experience in working with a range of stakeholders, including Councils, developers and community housing agencies to develop affordable housing policies and delivery strategies.

Local Government and community housing organisation staff participation is sponsored by DELWP, with 50% of the ticket cost (excluding GST and booking fee) paid for by DELWP.
