Quality Assessment & Regulation Division, DET
The Quality Assessment and Regulation Division (QARD) is the Regulatory Authority in Victoria under the National Quality Framework. As the Regulatory Authority, QARD is responsible for granting service and provider approvals, carrying out the quality assessment and ratings process and ensuring education and care services meet the requirements of the National Law and National Regulations.
QARD is also responsible for granting service and provider approvals under the Victorian Children's Services Act 1996 (CS Act) and Children's Services Regulations 2020, and for ensuring that all providers and services meet the requirements of the CS Act and CS Regulations.
QARD is also the integrated sector regulator of the Child Safe Standards in early childhood services operating in Victoria.
